The Black Otter?

Just wondering if anyone knew what's going on the with Black Otter (lake) in hortonvill this year. I've heard rumors of draining and that the trail was remarked, and now that they aren't gonna anymore, and the trail was remarked, again, this time to cross it?

Just wondering for others that are in the area as I have no idea.
