Question on the 1-way trail in MW

Can anyone tell me why going eastbound on trail 8 thru Manitowish Waters has an area
that is 1-way and has you crossing Hwy 51 2 times ? I know it has been like this for years
and when asked in town no one seems to know. Don't get me wrong, their trail system is
one of the best in the northwoods and is groomed to perfection most of the time.
The 1-way going westbound is plenty wide with no twisties or danger spots so why can't
that be a 2-way and keep everyone on the northside and no hwy crossing.

Just take to chain around and you will not have to worry bout it.
